[Kde-pim] gpgmepp requires "too fresh" gpgme

Yes such a patch would be welcome and would follow the usual pattern, I 
thought about doing it myself but then thought using KDE Applications master 
on a system that does not have a three year old gpgme would be strange. :-) 
Apparently not. Sorry.

But I'm planning to close down master of gpgmepp soonish as the merge of 
gpgmepp into gpgme proper is about done (see [1] ) (this week or next) so 
there will likely be no gpgmepp release anymore with Applications 16.08 and 
you will instead require a recent gpgme or stick with gpgmepp from 16.04.
