The agent can be started by the firstrun migration. Create akonadi-firstrunrc 
in $KDEHOME/share/config/

[ProcessedDefaults]
defaultaddressbook=done
defaultcalendar=done
defaultnotebook=done


That will skip the migration and won't try to create the agents.
