I have installed successfully with following repos:
[client-base]

enabled=1

[client-VT]
name=RHEL5 Client VT
baseurl=http://kickstart/redhat/enterprise/5.4C/x86_64/os/VT
gpgcheck=0
enabled=1

[client-Workstation]
name=RHEL5 Client Workstation
baseurl=http://kickstart/redhat/enterprise/5.4C/x86_64/os/Workstation
gpgcheck=0
enabled=1
