I don't know about the new workflow.

If this were the old workflow, I'd say:
* master is wide open again (will become 4.8)
* "next" can be merged into master.
*  the 4.7 branch is closed for anything other than bugfixes with no i18n changes without permission.

With the new "master must be in a releasable state at all times" workflow... I haven't a clue.
