[Kde-pim] Data loss: kmail2 must not use existing [Folder-xy] settings on random new folders

In 4.8/4.7.4 I fixed deleted kmail2rc config when we delete a folder (when kmail
works).
I don't know how to fix it when kmail doesn't work.
