It would only be problematic if KDEPIM was "GPL v2 only". "GPL v2 or later" is 
no problem, because it's *or* and not *and*.
If someone (lets say a hardware manufacturer who will ship MeeGo + KMail 
Mobile) does not like the "anti-TiVO" clause in the GPLv3. All he needs to to 
is to strip the PST tool from KMail and he's back to "pure" GPL v2.

Non-GPL CLI apps can be invoked from GPLed front-ends without any legal 
problem, because it's no linking. We already have a converter app called 
KMailCvt. It could serve as a front-end to a CLI app if linking to a AL2 app 
is not wanted.
A CLI app would also have the benefit to allow easy batch conversion...
