You are correct, Kevin is wrong. Strigi file indexing can be disabled. 
However, Nepomuk has to be enabled, otherwise various things in Kontact will 
break, for example the contact photos in the message viewer, sending to 
nicknames, showing the birthdays in the summary, and many more.
