Yep. That functionality has now been moved to accountwizard.

No preference here where to put the code.
Anyway, I like the idea of breaking the string freeze to get a much better UI
for the migrator / first start wizard, I feel this is really needed, given
that the migration can take a long time and can fail or crash.
