Well, there isn't anything definitive as of now.
Considering how huge the task is, it was suggested by me to ask KDAB if they 
could fund a professional usability expert to work on KMail full-time for a 
while. (No, that isn't an evil plan to get myself a job as I'm certainly the 
wrong person to do this :-) ). Jos Poortvliet said he'd ask someone from KDAB 
on Camp KDE in person.

I don't know if you guys look at KDE Brainstorm. There are already some 
suggestions by various people to improve usability. Eg:
