Um, no it doesn't :-)  At least, not in the 4.4 code which appears to have a 
bug that calculates it as last Monday in April!  It does work in my new code 
however so I must have got something right :-)

Not sure whether to try fix the bug, or just not add the new holiday yet, or 
cheat and use [last monday in june] in the interim.
