[Kde-pim] Proposed fix for Bug 207779 - Kmail removes empty lines in HTML

Folks - I'm new to providing fixes for KDE projects, so bear with me -
I have a proposed fix for Bug 207779 - Kmail removes empty lines in
HTML
(https://bugs.kde.org/show_bug.cgi?id=207779).

Since KMail is now in GIT - what is the proper procedure for getting
this fix reviewed and incorporated? I can't seem to find an updated
"howto" that describes this for KDE projects in GIT?
