If you have a proposed patch, submit it to http://git.reviewboard.kde.org/.
If you don't have a username and password, you'll need to sign up at
http://identity.kde.org/.

PS: RBTools (http://downloads.reviewboard.org/releases/RBTools/) is really
useful for submitting patches to reviewboard.
