[Kde-pim] a minor compiler problem

At the build of kdepim (from trunk):
If one chooses for the option "BUILD_messagecomposer" the value "OFF", the
file 
messagecomposer/messagecomposersettings_base.h

will not be build. The compiler stops because 
messagecomposersettings.h

needs it, included from a few cpp-files on this directory.

The workaround is easy: choose "ON", but this shows a lack in the
dependencies.
