I couldn't reproduce delays with any of those keys. I signed all of them
locally for testing.
I'm not sure what else to look for. If the problem is not related to
KMail OpenPGP support then the delays should also occur if you queue
unencrypted messages for those recipients. You might have to remove the
keys temporarily from your keyring to test this.
