The most obvious reason would be that there are no provisions in IMAP to 
store such information on the server. Hmm, there is the brand-new IMAP 
METADATA extension [1]. Hmm, apparently the Kolab consortium is 
actively pushing this extension in UW imap [2] and Dovecot [3].

For IMAP servers not implementing this extension one could store those 
settings in a special message in each folder. This special message 
would be hidden in KMail, but obviously it would be visible in other 
clients. So the message would have to say something like "KMail Folder 
Settings - Please do not delete or else ...". :-)

Anyway, I guess filing an RFE is a good idea.
