[Kde-pim] Parallel build issues in KMail Kontact plugin

When building KMail in Gentoo, the build can optionally also enable the 
Kontact plugin for KMail.  When this is done, however, make sometimes tries 
to generate sources for the plugin before generating the XML files that 
those sources depend on.  This causes the build to fail with the following 
error:

make[2]: *** No rule to make target `kmail/org.kde.kmail.kmail.xml', needed 
by `kontact/plugins/kmail/kmailinterface.cpp'.  Stop.

I filed a bug in KDE bugzilla (bug 198807), but that was closed as INVALID, 
and I was told I should email this list about it.

The bug does not appear to be in how we are packaging KMail in Gentoo, but 
rather in the upstream build system.
