I picked up reworking KPIM::KTimeEdit a while ago and finally got something 
that is almost ready for review:

The new class is named KTimeChooser (more appropriate) and supports entry in 
locale-defined, regular 24-hour format (19:00) and military format (1900). 
Apart from that it's pretty much the same though some method names are 
adapted so they match Qt's QTimeEdit more closely.

As most of the background work is done by the new KTimeValidator, I decided 
to also create a KTimeEdit class which is supposed to be a replacement for 
QTimeEdit in KDE apps.

Things left to do:
- - currently depends on pending kdelibs patch: 
http://reviewboard.kde.org/r/1065/
- - make sure behaviour matches KPIM::KTimeEdit's behaviour to avoid 
regressions
- - usability review
- - stepping the time using the keyboard is the same as KPIM::KTimeEdit. I'd 
like it to match QTimeEdit but that's probably something left to discuss.
