[Kde-pim] reply actions disabled for sent-mail folders

IMO, even if it is intended behavior, it is wrong behavior because I 
guess most of us have already replied to a message we sent ourselves.

In KDE 3.5 the Reply actions were not available in the message context 
menu, but they were available on the toolbar and in the Message menu. A 
bit inconsistent, but at least replying to sent messages was possible.
