Having read a similar offer on kde-edu just at the beginning of the week, I 
suspect that some distributor forgot to include the translation files or 
maybe a problem with KDE's side of the packaging.

Any hint on what distribution at which version you are using?

The translation teams seem to be quite ahead in their work, see [1].
Of course additional help is always appreciated, for example see the info page 
of the German team [2]
