The option is not configurable via KMail's configuration dialog, but it 
exists. If you want to change it, then use the following command (this 
example changes the maximum to 100 MB):

kwriteconfig --file kmailrc --group Composer --key MaximumAttachmentSize 
100


BTW, if you are looking for a config option, then first look into the 
kcfg file (i.e. kmail.kcfg in the case of KMail).
