[Kde-pim] [PATCH] Preventing unneccessary time output from todos

Hello

I've had a small annoyance with the Todo::dtDueStr(...) and 
Todo::dtStartStr(...) methods. They always return a string containing the 
date and time, even if the todo has no time assigned to it.

I don't know if this behaviour is wanted tough, so is it ok to commit these 
changes?
