[Kde-pim] [patch] honour kmail availability using KMAIL_SUPPORTED

Hello,
For review:

Added KMAIL_SUPPORTED flag, currently depending on QGPGME_FOUND.

KMAIL_SUPPORTED then is used in any kdepim cmake file where kmail is a
dependency, most often it's kmail/org.kde.kmail.kmail.xml iface.

Moreover, it's more readable to use if(KMAIL_SUPPORTED) than if(QGPGME_FOUND) 
conditions.
