[Kde-pim] KPimPrefs, Common Settings

Howdy,

Any objection if I move KPimPrefs from kdepim/libkdepim to kdepimlibs/kpimutils?

The point of KPimPrefs is to have 1 common configuration for settings
that we want to be shared among all our PIM apps... even extragear (i.e Mailody).

Also, I would like to move the common timezone setting from korganizerrc
into a new rc file.. perhaps called kdepimrc?

Should the Categories preference also go into kdepimrc?

Should the transport settings in kdepimlibs/mailtransport go into kdepimrc?

What other settings are common across the PIM apps and should be
shared in kdepimrc?
