[Kde-pim] language detection

Hello to everyone,

(if this is not the right mailing list to ask this, would you please
be so kind as to point me to where to go?)

I am a KDE user, and I use Kopete and Kmail in 3 different languages.
I would like the spell checker to switch the spell dictionary
according to the language I am using.

In short, I would like to have language detection capacities in KDE text boxes.

Are there plans to include such facility for KDE4 already?

If not, I would like to volunteer to do that. Note that I did follow a
PhD in computational linguistics ;-) - though I still didn't get the
title :-( so in short, I know how to write such thing.

So if there is no code doing that already, I would like to ask where
should I look in order to learn how to write a plugin for whichever is
the spelling selection framework in KDE.

Can I write a plugin in python or does it have to be C++? Haven't done
serious C++ in a long time, and I don't think that there is a KDE java
API...
