No.

We plan to have a Akonadi Meeting in April, if that's similar productive than 
the one we had 2006, we might have the storage feature-complete and working 
at aKademy. At this point Akonadi would be useable for KDE PIM (ie. it would 
be already better than the kresources framework, even without having all the 
features we want).

So, given the current release schedule, this would mean Akonadi would be part 
of a KDE PIM 4.0 as an internal, not-yet-public library and would move to 
kdepimlibs at a later release. This would also mean that most (if not all) 
KDE PIM 4.0 applications still use the kresources framework.
