I'd say, we'll go with the "new" timezone files and if problems arise we can

I took a quick look at the vzic code. If we want to generate RRULEs instead of
the plethora of RDATEs in the timezone files, simply set
MIN_RRULE_OCCURRENCES to some smaller value (e.g. 5 or 3) in vzic-output.c
