I'd say, we'll go with the "new" timezone files and if problems arise we can 
always fix them later on. As we are using the apps ourselves, we'll see 
really grave problems in our own work, although we cannot check whether all 
zones work, of course.

I took a quick look at the vzic code. If we want to generate RRULEs instead of 
the plethora of RDATEs in the timezone files, simply set 
MIN_RRULE_OCCURRENCES to some smaller value (e.g. 5 or 3) in vzic-output.c
