The problem with this approach is that it would rule out all proprietory 
applications using kdepimlibs. Even though an imaginary proprietory 
application might now only use LGPLed libraries, without the requirement it's 
easy to sneak in some GPLed dependency => the proprietory  application 
suddenly violates our copyright. I don't think that any sane company will 
take such a risk (at least no sane corporate lawyer would allow that).

So, if we lift the LGPL-requirement for kdepimlibs (which is the foundation to 
some quite important parts of kde), we effectively say goodbye to each and 
any proprietary KDE application (maybe even plugin, depending on the 
interpretation of "linking").
