That's not a new feature...
But you are right, some initialization is definitely missing. In agenda view, 
the times imput/check boxes are correctly initialized. But if you 
do "Actions->new to-do" in the to-do view, the checkboxes are not correctly 
initialized (i.e. all are unchecked, but the corresponding date/time edits 
are enabled instead of disabled). That's all with KOrganizer stand-alone.

Inside Kontact, I get the same with the "Actions->new to-do" menu item, but 
not the start date  thousands of years in the future.

However, using Kontact's New... toolbar button (the one with the 
dropdown-menu), the to-do editor indeed initializes the start date widget 
(it's disabled by default) to 27.2.2935093 ...
