Allen already sent you the link to the documentation. If you prefer a GUI over 
pure-text editing, there is the khliday_editor (ruby-based!) in 
kdeplayground-pim in subversion...

If you have korundum (KDE's ruby bindings) installed (on ubuntu that's the 
libkorundum0-ruby1.8 package), simply checkout the playground/pim, run 
configure and then make in the kholiday_editor directory. The app can then be 
started as ./main.rb:

svn checkout svn://anonsvn.kde.org/home/kde/trunk/playground/pim
cd pim/
make -f Makefile.cvs
./configure
cd kholiday_editor/
make
ruby ./main.rb


The application is for KDE 3.x, but the holiday file format has not changed 
since, so the files generated by the holiday editor can be used for kde 4 as 
well.
