More details and updates:

By 8 May we must have kpilot and kmobiletools committed to either kdereview
or to kdepim.  Since kpilot never died, it can move directly into kdepim.  However,
kmobiletools will need to go into kdereview and follow the two week review
according to http://techbase.kde.org/Policies/SVN_Guidelines

Hopefully, kmobiletools will be accepted and moved into kdepim before 1 June.
No new apps will be permitted for KDE 4.0 release after 1 June.

For either app to go into kdepim, we have the following basic requirements:
 - cmake buildsystem
 - must build
 - must have at least a start of a handbook

EBN fixes and i18n we can deal with after moving into kdepim.
