[Kde-pim] Libical time zone data is inaccurate

I just noticed that at least two of the libical time zone definitions 
(Europe/London and Europe/Paris) are badly wrong since the commit made by 
Hasso on 24th March (revision 522191). It's quite possible that very recent 
and future time changes are correct (as far as one can predict these things), 
but past dates are definitely wrong. I haven't checked other time zones, but 
if they have been similarly over-simplified, they may well also be wrong. 
These commits need to be reverted or corrected, in both KDE 3.5 and trunk.
