KBuildSycoca normally always runs on KDE startup. In KDE 3.4 there is an
option in KControl to disable it, but you have to make sure you don't
install/remove any KDE packages while KDE is not running. KCrash also
refuses to print a backtrace if you do this, to keep users from reporting
crashes due to a corrupt Sycoca (but then the kind of user who do such a
thing wouldn't have debugging symbols anyway...)
