The first scan needs to happen _before_ kbuildsycoca is called in order to ensure
that you don't miss any changes that happen right after kbuildsycoca is called but before it is 
finished. With the new vfolder stuff that's a bit tricky already, since we don't know what to watch
exactly until we have build kbuildsycoca.
