Posterity, attached are the 2 patches in question,

kdebase-workspace/solid adding new method
isNetworkingEnabled
and the ability to monitor
org.freedesktop.DBus.GLib.CSymbol impl_manager_enable
via dbus.

networkmanagement adds "enable networking" to knm (the part you're not
interested in, that's fine), and adapts the plasma applet to use
isNetworkingEnabled from solid.
