Support for phase two authentication

No, there is nothing yet which requires nm-0.6.5 except the "2 phase
authentication" and leap support.

I would prefer a version check (configure.in) of nm which enables
features like "2 phase auth" and "leap" only if nm-0.6.5 is
detected (during compile time).
