removing mpeglib from 3.5

Hmm, why can't we wait until 4.0? I mean, yeah, nothing should break. But we 
don't know - we might just break those one ore two systems noone thought 
would exist...

Removing mpeglib means removing a public API and I think those things can wait 
for KDE 4.0 (where everybody knows we break public API). Just make sure that 
our code doesn't use mpeglib anymore if it's better to not use it (like use 
mpeglib if it works better than everything else).

Most distributions will not ship mpeglib anyway if it's not used by KDE 
programs anymore so the only people suffering are those having trouble 
downloading big source tarballs.
