New library and aRts-plugin

After having hinted it in a bug-report that I am working on replacing mpeglib,
I better introduce it properly on kde-multimedia and ask for permission to
add it to the feature-list.
The project name is currently akodelib and will be imported to kdenonbeta in a
weeks time or so.
The idea started as a merger of two seperate projects:
The first one was an improved ogg-plugin for aRts that also included speex
and FLAC support, I realised early, that if I added MP3-support and made it
streaming, it would replace everything mpeglib is currently used for in KDE
(vorbis and mp3 playback). Status for this part is that non-streaming
playback is working excellent, but I havent completed the streaming aRts-API
yet.
The other project was the wish to merge the various encoders used in KDE,
where we have seperate encoders in k3b, kio-audiocd and kaudiocreator. I also
wanted to close http://bugs.kde.org/show_bug.cgi?id=29470 in a proper way by
making a cross-encoding service. The status here is somewhat behind schedule,
I have flac and vorbis encoding, but no application or configuration. I do
not think it will make it completly for KDE 3.3, but maybe it can integrate a
little with audiocd.
Since feature-plan freeze is two days away, I plan to commit the attached
patch to the feature-plan tomorrow, unless anyone has serious objections
about the library's inclusion in kde-multimedia.
