For some situations aRTs should not resample.
* When playing a single audio.
* When the audioboard can support several simultaneous channels (SB Live)

Since conversions between 44100 and 48000 are among the most expensive maybe
aRTs should try to open and use one of each - possible?

48000 for 8000 (6x) - 16000 (3x) - 32000 (3x/2) and downsampled 96000 (/2)
44100 for mpegs, waves from CDs
