[Noatun] templates for kdevelop

Hey guys, since I coded a playlist plugin I had such an idea for kdevelop, but 
I gave up on it.... I suggest you take the sources of the dub playlist and 
split playlist take the basic stuff like the interface, configuraton, etc. 
and make a modern kdevelop template :)
