Did you restart arts after installing kdemultimedia? did you compile the full 
mpeglib* dirs?
for more output (see whats really going on) open a konsole and type kdeinit. 
now you get all kde-relevant-output on this konsole. then try playing your 
ogg-file. maybe it tells you, that it couldn't find an OggArtsPlayObject or 
so...
