RFC: Simplify kdemultimedia configure.in.in

Hi everyone

After some little email change whit Christian Esken, we both agree that we 
REALLY need simplify the confusion that in configure of kdemultimedia.

Lets show:

kmix uses --with-alsa ( from main configure.in.in )
arts uses his own alsa-test
kmidi defines --enable-audio to alsa and a lot of other sound servers

many apps defines CDRECORD os uses from main configure.in.in

mpeglib tests for CDPARANOIA
kio-audiocd tests for CDPARANOIA

Many apps tests for Vorbis..

etc.. etc.. etc.. Lot's of duplications and a mess in ./configure parameters

I would like to propose the change of all configure.in.in and associated 
Makefile.am that duplicates tests to main configure.in.in and get rid for 
that all confusion.. 
I'm intend to use the kmidi approach  ( --enable-audio=blah ), to main, 
defining env_vars and using internal tests on applications ( link kmix do to 
kde_with_alsa and kaudiocrator do to CDPARANOIA )

Before everything, i'm able to do that if ok for everyone ( i'm afraid that 
not all apps maintainers sign this list ).
