A little clarification:
As I understand it, arts-1.1.0 lives in a 1.0.6 tarball, just like e.g. 
kdelibs-3.1_alpha1 lives in a 3.0.6 tarball. (Though why? What does this 
solve?).

So I'm asking whether the arts version number (the 1.1.0 one) will change for 
every future kde3.1 prerelease (e.g. arts-1.1.1 for kde-3.1-alpha2), assuming 
the tarball changes. If not, I'll have to use the tarball version number as 
the ebuild version.
