The problem is on the KDE SVN side, with taglib's svn:
$ svn propget svn:externals \
svn://anonsvn.kde.org/home/kde/trunk/kdesupport/taglib
admin https://svn.kde.org/home/kde/branches/KDE/3.5/kde-common/admin
It looks like it's set to pull admin through svn:externals as https
rather than svn.
I'm CC'ing Scott Wheeler to see if he's OK with switching it to anonymous.
