System Settings > Regional & Language > Keyboard Layout. Then chose a
keyboard layout that corresponds to your locality. Next step is
important : chose the correct variant of the keyboard layout. I have two
UK variants (if you chose more than one a system tray applet allows you
to switch between them) loaded, one (default) just does plain
characters, the other (international) includes various accented
characters. Should then work in all X applications.
