Since this is an inquiry about a Debian package, asking on 
debian-kde at lists.debian.org might yield even better answers.

Interesting.
According to this search [1] it exisits for all architectures, most likely 
because it is just a meta package and does not contain any actual code.
Maybe one of the application packages it depends on does not (yet) exisist for 
IA64?
