Well, I'm not the original poster, but I have Konqueror 3.5.9 here, and
my dialog box entitled "Configure - Konqueror" has a "Behavior" icon at
the top of the left pane. The icon looks like a file cabinet, and the
first line of text in the right pane reads "You can configure how
Konqueror behaves as a file manager here." There is no Windows Explorer
style "expansion" of any kind in the left pane - you click one of the
icons, the right pane changes to reflect whatever options exist there.

I'm guess something like this might be what the OP is looking for?
