It is probably easier to add /usr/local to the list of search paths used for 
KDE resources, e.g. append it to KDEDIRS

Either outside of KDE by whatever means the distribution usually uses for 
envirnment setup, or through KDE's environment extender mechanism (shell 
sourcable .sh files in an env subdirectory in any KDE prefix)
