[kde-linux] KDE and xorg.conf mouse settings conflict - how do I disable KDE control of my mice?

No, unfortunately this seems to not have been considered by the developers of 
the respective code.

I recommend filing a bug report against product "kcontrol", 
component "kcminput" on bugs.kde.org

As a workaround you could try to move/rename kcm_input.so, usually in the last 
directory of the following command's output

% kde-config --path module
