[kde-linux] Force libtool to search alternate directory during kdevelop compile?

Thanks for the suggestions, Rex and Rod.  Unfortunately, I don't have root
privileges; short of kindly asking the IT folks to apply the fixes, might
there be any workarounds that don't involve root?
