[kde-linux] start menu no scroll bar

lately I've had this problem when I try to go to my utilities menu-editor. The 
menus stop at system, and there is no scroll bar. If I go to one of the other 
menus that has options, then go back, usually the scroll bar appears and I 
can scroll down to utilities.
SUSE 10.2 all the latest updates and
